Entrepreneur Dalton Outlaw Opens Magnolia Flats

Neighborhood Development Center (NDC) is proud to support longtime client and partner Dalton Outlaw in opening Magnolia Flats, a new affordable housing project in east St. Paul. This initiative marks a key step in NDC’s expanding real estate program, aimed at helping entrepreneurs create wealth while strengthening local communities. 

Outlaw, owner of Element Gym and Outlaw Development, has long demonstrated a commitment to empowering others through his approach to entrepreneurship and business. With Magnolia Flats, he channels that same dedication into creating essential housing for the neighborhood. 

After securing over $3 million from the Ramsey County Housing Development Solicitation, Outlaw partnered with NDC for additional financing and loan support, marking a new milestone in NDC’s real estate offerings for entrepreneurs, and in the move toward increasing affordable housing across St. Paul. 

“You cannot do this work without great partners and the proper team. I am grateful to Neighborhood Development Center for helping us get this [Magnolia Flats] over the finish line. I feel at home with NDC, and now this project can lead the next development projects down the road,” said Outlaw at the opening ceremony for the building.

Entrepreneur Training Program, and has now gone on to be a clear example of what it means to scale, and then share your success with the community,” said Ben Johnson, NDC’s VP of Real Estate and Development. “We can’t wait to see how Magnolia Flats supports this neighborhood.”
