Salary range:  $55k – $60K

Neighborhood Development Center (NDC) is a non-profit, community development financial institution providing integrated business services to low-income community entrepreneurs to start and grow businesses in their own neighborhood.  These businesses then enrich the economic and social fabric of the community. In May 2023, NDC was humbled to be named the administrator of the Minnesota PROMISE Act Grants Program for the Twin Cities. The PROMISE Act Grants Program will deliver grants to businesses in North Minneapolis, South Minneapolis, and St. Paul that have been adversely affected by structural racial discrimination, civil unrest, and lack of access to capital.

Job Summary

We are seeking an innovative, organized, strategic-minded and dependable Grant Review Specialist. You will assist the Program Manager in running this initiative to achieve programmatic goals. You must be detail-oriented and have great leadership qualities with oral and written communication skills. We need a master collaborator, ready to prepare, plan and implement program initiatives and monitor their progress to completion. Previous program development, grant management and community connections required.  Ability to lead in ambiguity, strong cultural competency, ability to delegate, possess a sense of urgency and connections to Twin Cities communities.

Essential Functions

Program Operations and Administration

  • Assist business owners during the application process and answer any questions about the grant program.
  • Review the application and supporting documents that demonstrate that the business is eligible to receive the grant.
  • Prepare and execute the grant agreements.
  • Create and send out ineligible notices to applicants with an explanation why they are not eligible.
  • Work closely with the accounting team to disburse the funds.
  • Responsible for maintaining the grantee files.
  • Create reports that detail the list of applicants that have been approved for the grant or found to be ineligible.
  • Collect reports from the grantees demonstrating the use of the funds.
  • Participate in Promise Act team meetings.

 Requirements and Qualifications

  • Bachelor’s degree in management, or related field
  • 5 years previous program management experience
  • Ability to successfully manage a team including outreach, intake, and administrative staff.
  • Basic accounting and data management skills
  • Experience with entrepreneurs and small business owners
  • Previous experience with Government contracts
  • Proficient using Microsoft Suite (Excel, Outlook, Access, etc.) and other program-related software.
  • Experience working with multi-cultural communities, bi-lingual a plus.
  • Organized and detail oriented.
  • Exceptional communication skills, both oral and written
  • Excellent customer service skills
