Small Business Incubators
Program Description
Neighborhood Development Center (NDC) engages in targeted real estate development projects to transform strategically located commercial buildings into small business incubators that provide tenants with stable, affordable places to do business, while serving as catalysts for the revitalization of the surrounding communities. NDC makes its lending and consulting services available to all tenants of these pivotal commercial properties.
Since 1993, NDC has redeveloped five pivotal commercial properties into incubator sites:
- The Frogtown Entrepreneur Center – University & Dale, St. Paul
- The Old Swedish Bank Building – 965 Payne Avenue, St. Paul
- The Mercado Central – 1515 E. Lake Street, Minneapolis
- Plaza Verde – 1516 E. Lake Street, Minneapolis
- The Midtown Global Market – 920 E. Lake Street, Minneapolis
- Frogtown Square – NE corner of University & Dale, St. Paul

Purpose & Outcomes
The goal of Neighborhood Development Center’s Small Business Incubator program is to create dynamic places for businesses to grow and develop, while creating vibrant active places that contribute to the economic development and revitalization of urban neighborhoods.
NDC recognizes that the physical condition and appearance of landmark buildings can have a profound impact on the business climate of an urban commercial corridor. Working with community-based partners, NDC engages in targeted real estate development projects to restore blighted buildings and create highly visible commercial properties that inspire economic confidence in the surrounding community.
As business incubators, these projects also provide opportunity and support for emerging and growing businesses served by NDC’s other programs. Cumulatively these properties represent over 120,000 square feet of commercial space and are home to over 100 small businesses.
